NLIS Systems Review – National Livestock Biosecurity Response
Executive Summary
Gibraltar Strategic Advisory was engaged through Integrity Systems Company (MLA Group), one of our clients, to conduct a national review of the systems used by Australian States and Territories to support livestock traceability and biosecurity response activities.
Analysis of Systems Supporting Australia’s National Livestock Biosecurity Response
Working alongside Corporate Value Associates (CVA), one of our partners, GSA delivered a structured, jurisdiction-by-jurisdiction assessment to understand how each State and Territory uses the NLIS mirrored database and the ‘MAX’ analytical tool, including:
- Confirmation of system usage across all jurisdictions, identifying whether MAX or alternative systems are used.
- A detailed functionality assessment mapping how each jurisdiction applies NLIS mirrored data for traceability and biosecurity.
- A comparison of licence fee structures, data access arrangements, and system capability across jurisdictions.
- Collection and analysis of process maps outlining how traceability activities are currently performed.
- Review of geospatial mapping capability within Property Identification Code (PIC) registries and related databases.
Key Outcomes
This national gap analysis provides clear, practical recommendations to improve consistency, streamline operations, and strengthen Australia’s livestock biosecurity response.
The project supports MLA, ISC and government agencies to build a more coordinated, efficient and nationally aligned traceability system, enhancing preparedness and response capability for future biosecurity threats.
